The Youth Bulge: Opportunity or Threat? Examining the Impact of Unemployment on Peacebuilding Efforts in Africa

Abstract

Africa’s youth bulge presents significant opportunities and serious challenges for sustainable development and peacebuilding. This study examines whether youth unemployment undermines or supports peacebuilding efforts, focusing on the complex interplay among demographic trends, joblessness, and conflict in the African context. Drawing on deprivation theory and sustainable development frameworks, the research employs secondary data analysis, including statistical datasets, policy documents, and case studies such as Zimbabwe and Côte d’Ivoire, to examine patterns of youth unemployment and conflict incidents. The findings reveal that high youth unemployment is strongly associated with increased risks of political instability and violence, as seen in anti-government protests and youth-driven unrest in several African countries. The study recommends strengthening legal frameworks, aligning peace and employment agendas, and promoting regional cooperation to harness Africa’s youth demographic for peace and sustainable development. These insights underscore the dual potential of the youth bulge: a threat if neglected, but a demographic dividend if strategically empowered. Three new insights come from this research: (i) that the legal framework implementation analysis can be combined with evidence from employment-peacebuilding; (ii) that it can be demonstrated through a comparative case study method how similar types of policies can produce such different results; and (iii) that it is more important to consider that the quality and value of jobs is a significantly more important element of peacebuilding than the fact that individuals are employed or unemployed.
